Option to download PMO Openrc file via API instead of UI

One of our potential MSPs brought this to our attention. They would like to have the ability to programmatically get the openrc file vs having to go in the Platform9 UI and copy/paste the content of the rc file.     You can download the file via the OpenStack dashboard as an administrative user or any other user if your OpenStack basketbros installation makes it available. The credentials used by all OpenStack services are stored in this project-specific environment file.
