The CirrOS test image should be included on all Glance/Image Library hosts by default for PMO. It would greatly help in being able to debug customer issues (namely issues with spawning instances and/or booting from volume) quickly and consistently.

In this case, we also wouldn't need to ask the customer which image to use to test.
