Allow "upgrade" on fully up-to-date cluster to still change docker/containerd model

It appears you can change the model during an upgrade, but upgrade is no longer available once at current version.


Consider allowing an in-place "do nothing" upgrade that would still allow for the selections that would be prompted for during a regular upgrade. Primary use case that comes to mind is being able to make the switch from docker to containerd without upgrading k8s version.

    It seems like effectively it would be, with the noted change that it would also allow for changing the container model like during a regular upgrade.
