Deploy Horizontal DNS Autoscaler with PMK

Horizontal DNS autoscaling is an optional add-on to a K8s cluster which allows for dynamic scaling of the DNS deployment, assuming that DNS is enabled for the cluster.

The add-on deployment should be included by default when deploying a cluster with PMK. Alternatively, or, optionally as part of the same initiative, an option be presented during cluster creation to toggle deploying it or not.

It is managed by a configmap, so, UI support could be introduced also to allow for modifying the parameters post-cluster deployment w/o the use of kubectl.
