So far, the functionality in ceilometer creates alarms for monitoring hosts in the environment.

These alarms, when triggered will show up on the UI and admins can acknowledge.

A better approach would be the ability to send email when alarms trigger about hosts being down. That can prompt the user to acknowledge the state.
