When creating a cluster one is given the option to deploy to different infras. If I haven't attached anything then that option should be disabled.

In example, if I haven't added an Azure provider then I shouldn't be able to attempt a deployment there. Or if I haven't attached BareOS virtual machines then that tile shouldn't be enabled.

I spend quote a bit of time cussing the system because it couldn't create a cluster correctly only to realize I was clicking the BareOS VM button but I had BareOS physipca nodes. Frustrating.
