Useful in following cases:

1. Preset out of the box on DU for customers who need to enable SRIOV or PCI Device Passthrough.

2. Speed up the device enabling process

3. Reduce human errors by avoiding manual invention to Scheduler filters

4. Removes need to restart scheduler service for this purpose

5. No Post Playbook is required to add the filter

6. Eliminates functionality loss due to DU upgrade during timeframe between enabling the filter on DU and making the postplaybook available for DU upgrade to process.
