In order to use the Openstack API, local users must be used.  This requires us to use both local users (for the API) and single sign-on users for Clarity authorization (via Azure/AD).  It would be good if the API were to leverage the single sign-on auth as well, so we could eliminate the use of local accounts for authorization.
