Cinder UI: add "reset state" operation on volume

Some voiume operations, like extend_volume, can fail and leave the volume in an error state. The volume is unusable (can't be attached) until its state is reset to "available". There's an API to do this - this should be exposed in the UI

    Definitely better user experience to have this in PMO UI.
