Allow cluster operations (scale/etc) from within the cluster detail screen

Right now if you're viewing a cluster, none of the scale operations are available. Having an 'operations' dropdown or similar in the UI would be useful.

    We are going to rework the cluster and cluster edit screens in our next release.
